Algerians come to Canada mainly as skilled workers or as students. Skilled workers are the largest group of Algerian permanent residents in the admissions data of IRCC, Canada's immigration department. Many are chosen by Quebec, which selects its own economic immigrants and counted Algeria among the leading countries of birth of its new immigrants in 2025; others come through Express Entry, the federal system that ranks skilled workers by points, where Algeria was among the most common countries of citizenship of invited candidates in 2024. Study is the other road: IRCC told Parliament that French-speaking or bilingual applicants living in Algeria filed more study permit applications in 2023 than those in any other country, and that in 2024 most of theirs were not approved.
For study, the order is school, provincial paperwork, then the federal permit. With a letter of admission, a student bound for Quebec applies online for Quebec's acceptance certificate, the CAQ, and Quebec now caps the number of these applications per school; elsewhere, you usually need a provincial attestation letter, the province's confirmation, provided by your school, that there is space for you. Quebec also asks applicants living in Algeria to show their financial means to the Canadian visa office handling the study permit. For permanent residence later, the police certificate is the Bulletin No. 3, from your local police station or online from the Ministry of Justice; IRCC notes that you pay for any translation.
The mistake to avoid is planning around IRCC's Francophone Minority Communities Student Pilot. It is a route to permanent residence for French-speaking students at selected French-language colleges and universities outside Quebec, but only for citizens of the countries it lists, members of the Organisation internationale de la Francophonie (the international body of French-speaking states); the list includes Morocco and Tunisia, not Algeria. An Algerian student uses the regular study permit process, with a CAQ for Quebec or an attestation letter elsewhere.
Express Entry asks a single applicant to show CAD 15,263 in settlement funds, about US$10,733 at the latest cached exchange rate; larger families need more.
A qualification from Algeria is assessed for Canada by one of these organisations: World Education Services (WES), International Credential Assessment Service of Canada (ICAS), International Qualifications Assessment Service (IQAS), International Credential Evaluation Service (ICES) and Comparative Education Service (CES).

Canada has no youth mobility agreement with Algeria today, so citizens of Algeria can join International Experience Canada only through a recognized organization that accepts them.
