Cameroon is a leading source of candidates for Express Entry, the federal system that ranks skilled workers by points and invites the highest-ranked to apply for permanent residence. In its 2024 Express Entry report, IRCC, Canada's immigration department, placed Cameroon second only to India among countries of citizenship of invited candidates, and first in invitations to candidates who qualified for the French-language category, for people with strong French test results. IRCC calls bilingual Cameroon a key source of both French-speaking and English-speaking migration. In recent years Cameroonians have been the largest group of French-speaking permanent residents admitted outside Quebec in IRCC's admissions data, and Cameroon was the top country of birth of immigrants admitted to Quebec in 2025, a province that selects its own skilled workers.
Two documents come first: an approved language test result and an educational credential assessment, a report on what your Cameroonian qualification equals in Canada. WES, one of the assessors IRCC designates, accepts transcripts from public universities such as Yaoundé I, Douala and Buea only electronically, sent by the university or, for some, through Verifdiploma, an online verification service. The police certificate comes later, in two steps: a Bulletin No. 3, the criminal record extract, from the Ministry of Justice in Yaoundé or the court of your birthplace, then the Police Clearance Certificate from the Judicial Police in Yaoundé, the only certificate IRCC accepts. From abroad, send your original birth certificate and a power of attorney to someone in Cameroon who applies for you.
The mistake to avoid, after a study permit refusal, is sending the same application again. Approval is far from certain: IRCC told Parliament that most study permit applications from French-speaking or bilingual applicants living in Cameroon were not approved in 2023 and early 2025. A refusal comes with a letter explaining why, and IRCC advises reapplying only if your situation has changed significantly or you have new information answering its reasons.

A qualification from Cameroon is assessed for Canada by one of these organisations: World Education Services (WES), International Credential Assessment Service of Canada (ICAS), International Qualifications Assessment Service (IQAS), International Credential Evaluation Service (ICES) and Comparative Education Service (CES).
A Police Clearance Certificate from the Directorate of the Judicial Police in Yaoundé, which first requires a Bulletin No. 3 (criminal record extract) from the Ministry of Justice or the court where you were born. From abroad, someone in Cameroon can apply for you.
Canada has no youth mobility agreement with Cameroon today, so citizens of Cameroon can join International Experience Canada only through a recognized organization that accepts them.
Tests Canada accepts with centres in Cameroon include IELTS General Training, PTE Core, TEF Canada and TCF Canada.
In the 2021 census, 71% of immigrants born in Cameroon lived in Quebec, more than in any other province or territory.
