The route most people from Morocco take, the mistake to avoid, and the facts that change because you are applying from Morocco, each read from the official page it links.
Moroccans reach Canada through two separate selection systems, and Morocco ranks high in both. Quebec selects its own skilled workers, who apply to Quebec before applying to Canada, and Morocco was among the leading countries of birth of immigrants admitted to Quebec in 2025. The other, for the rest of Canada, is Express Entry, the federal system that ranks skilled workers by points and invites the highest-ranked to apply for permanent residence. In the 2024 report of IRCC, Canada's immigration department, Morocco was among the most common countries of citizenship and of residence of invited candidates, and second only to Cameroon in invitations to candidates who qualified for the French-language category, which requires a set French test level in all four abilities.
One French test can serve both systems: Quebec accepts TEF Canada and TCF Canada, the only French tests Express Entry takes. Quebec's main streams need no comparative evaluation of diplomas earned outside Quebec, while Express Entry wants an educational credential assessment, a report on what your Moroccan degree equals in Canada. Both end with the same police check: for Moroccan citizens, IRCC asks for the fiche anthropométrique from your local police station or, from abroad, through a Moroccan embassy or consulate or a representative with your notarized proxy. Written in French and Arabic, it needs no translation, while a Bulletin No 3 from your city's court is refused because it covers only offences committed there.
The mistake to avoid, if you choose Quebec and a spouse or partner is coming with you, is assuming that only your own French counts. In the main streams of Quebec's Skilled Worker Selection Program, an accompanying spouse must also prove spoken French at a level Quebec sets, with a test or diploma it accepts, whereas in Express Entry a partner's language results only add points. Have your partner sit the French test early, and choose the route that suits you both.
Express Entry asks a single applicant to show CAD 15,263 in settlement funds, about MAD 106,824 at the latest cached exchange rate; larger families need more.
A qualification from Morocco is assessed for Canada by one of these organisations: World Education Services (WES), International Credential Assessment Service of Canada (ICAS), International Qualifications Assessment Service (IQAS), International Credential Evaluation Service (ICES) and Comparative Education Service (CES).
For Moroccan citizens, a fiche anthropométrique (a police record check) from the local police station, or from abroad through a Moroccan embassy, consulate or representative. For foreign nationals, a Bulletin no 3 (criminal record extract) from the Service central des casiers judiciaires in Rabat.
Canada has no youth mobility agreement with Morocco today, so citizens of Morocco can join International Experience Canada only through a recognized organization that accepts them.
Tests Canada accepts with centres in Morocco include IELTS General Training, CELPIP-General, PTE Core, TEF Canada and TCF Canada.
In the 2021 census, 84% of immigrants born in Morocco lived in Quebec, more than in any other province or territory.
Quebec is also where they are most concentrated compared with other immigrants.
