Many Sri Lankans become permanent residents of Canada through its refugee system: in the admissions data of IRCC, Canada's immigration department, protected persons, people granted refugee protection after claiming it inside Canada, were among the largest categories of Sri Lankan citizens in every year from 2022 to 2025. Other main routes in that data are a province's nomination, in which a province or territory selects people its economy needs, sponsorship by a spouse or partner in Canada, and skilled worker programmes such as the Canadian Experience Class, for people with Canadian work experience.

Start with an approved language test and a credential assessment of your degree, which Express Entry, the federal online pool that ranks skilled workers by points, needs before counting education gained abroad. WES, an assessor IRCC designates, takes transcripts from some Sri Lankan universities, such as the University of Colombo, only by electronic transfer. The Sri Lanka Police certificate, applied for online, asks for two choices under its instructions: the country and high commission it is addressed to, and whether it prints the name on your National Identity Card or the one in your passport; if the names differ, you must also upload an affidavit certified by an attorney-at-law or a justice of the peace.

The mistake to avoid, if you have worked in the Gulf, is preparing only the Sri Lankan certificate. The Sri Lanka Bureau of Foreign Employment names Kuwait, the United Arab Emirates and Qatar as the top destinations of Sri Lankans leaving for jobs abroad in the first half of 2025, and Express Entry asks for a police certificate from every country where you spent six months or more in a row in the last ten years. Some Gulf certificates take extra steps: Kuwait issues its Good Conduct Certificate only against a letter IRCC sends after you apply for permanent residence. Check each country's instructions once your profile is in the pool.
