Most Tunisians who become permanent residents of Canada come as skilled workers, according to the admissions data of IRCC, Canada's immigration department, and many settle in Quebec, whose statistics institute ranks Tunisia among the leading countries of birth of new immigrants in 2025. Under its agreement with Canada, Quebec selects its own economic immigrants, and the federal government checks their health, security and criminal record. In Quebec's Skilled Worker Selection Program, you declare your interest on Arrima, its online platform, and Quebec may invite profiles that score enough points and match its needs. Those selected get a Quebec Selection Certificate (CSQ), needed to apply to IRCC for permanent residence.
Start with French, even if it is your mother tongue: Quebec accepts only the proofs it lists, such as recent TEF Canada or TCF Canada results. The free expression of interest needs no paid helper and asks for every paid job and internship of recent years; selection also requires Quebec's attestation of learning democratic and Québec values, for you and any adult coming with you. The police certificate comes at the federal stage: the Bulletin no. 3, which IRCC says you can request at a police station or through the Ministry of the Interior's online service, open to Tunisians abroad. Available in French, it needs no translation.
The mistake to avoid is treating the main occupation in your Arrima profile as a detail to fix later. It decides the stream, or track of the program, you may be invited under, each with its own experience, education and French conditions, and Quebec reviews your application for selection on the occupation declared when you were invited. Once you accept an invitation, the occupation must stay the same; to switch, you must let the invitation go, declare the new occupation and wait for another, which may never come. Declare an occupation where you have the experience its stream demands, and keep the profile current.

A qualification from Tunisia is assessed for Canada by one of these organisations: World Education Services (WES), International Credential Assessment Service of Canada (ICAS), International Qualifications Assessment Service (IQAS), International Credential Evaluation Service (ICES) and Comparative Education Service (CES).
A Bulletin no. 3 (criminal record extract) from Tunisia's Ministry of the Interior, requested at a police station or online, including from abroad. Only clean records are issued online; otherwise you are referred to a consulate, police station or national guard post.
