IRCC, Canada's immigration department, has closed its special measures for Ukrainians to newcomers: the Canada-Ukraine authorization for emergency travel (CUAET) ended on July 15, 2023, the family-based permanent residence pathway closed on October 22, 2024, and what remains serves people already in Canada. Most Ukrainians who came to Canada after Russia's full-scale invasion arrived through CUAET, a temporary emergency route, joining one of the world's largest Ukrainian communities. For a move now, IRCC's admissions data show nomination by a province, through the Provincial Nominee Program, as the most common way Ukrainian citizens have recently become permanent residents; each province picks people whose skills its economy needs. Skilled workers can also use Express Entry, the online system that invites the highest-ranked candidates to apply.
Begin with the degree. WES, one of the assessors IRCC designates to report what a foreign degree equals in Canada, accepts Ukrainian transcripts and diplomas only in a package that ENIC Ukraine, the education ministry's Information and Image Center, has verified and sent to it electronically; without that educational credential assessment, a Ukrainian degree earns no Express Entry points. The police certificate, an extract from the Ministry of Internal Affairs' criminal records, is requested online or through the government's Diia app and sent to you electronically; from abroad, apply at a Ukrainian embassy. If you have lived in another country since leaving, IRCC may also need a police certificate from there, depending on how long you stayed.
The mistake to avoid, if your records are lost or out of reach, is turning to WES's Gateway Program for immigration. It assesses the partial records of displaced people for admissions, licensing and jobs, and WES tells applicants with partial records who need an assessment for immigration to contact the Government of Canada. Try ENIC Ukraine first: it accepts good scans instead of originals under martial law, and you can order its WES package remotely.
Express Entry asks a single applicant to show CAD 15,263 in settlement funds, about UAH 481,390 at the latest cached exchange rate; larger families need more.
A qualification from Ukraine is assessed for Canada by one of these organisations: World Education Services (WES), International Credential Assessment Service of Canada (ICAS), International Qualifications Assessment Service (IQAS), International Credential Evaluation Service (ICES) and Comparative Education Service (CES).
